The upper stream of Ciliwung watershed is located in Bogor Regency. It is a part of National Strategic area in Indonesia, that was needed rehabilitation and revitalization for recovery ecological function. Ciliwung watershedis one of many critical watershed in West Java Province. Degradation of watershed function is caused by land use change from forest or agriculture to settlement. The aims of the research are 1. to assess suitable area for settlement in the upper stream of Ciliwung watershed; 2. to design model for managing settlement development in the upperstream of Ciliwung watershed. Because of complexity the research method used for developing sustainable settlement model is dynamic model system . The result of the research showed that suitable area for settlement is 20,63 % of the upper stream of Ciliwung watershed area, where 79.37 % of area is non suitable for settlement. Simulation result showed that population growth rate is the leverage factor for the sustainable management of watershead. The increase of population led to increasing demand for settlement and other building on non suitable "area. Simulation with decreasing population growth rate, combined with increasingpeople pariicipation, coordination and consistency would increased performance of the upper stream of Ciliwung watershed.
